研报 | 新加坡策略:大幅增加财政支出以援助救济

2020财政预算:专款64亿新元分类列表

主要亮点

稳定和支持一揽子计划(24亿新元)。在稳定和支持计划项下的就业支援计划,每名在职的本地工人,政府将提供为期3个月的抵消工资的8% (每月工资上限为3,600新元)。为190万名工人花费13亿新元 (即每人每月228新元)。另一项工资支持措施是将现行的加薪补贴计划的津贴上限提高至每月月薪5,000新元。2020年,这次工资加薪的共同资助将提高5%至15%。

公司所得税退还应缴税款的25%,但上限为15,000新元 (4亿新元)。企业还将被允许在2020年,加快减记厂房和机械,以及翻新改造方面的投资。这是将耗资16亿新元的企业融资计划提供的措施之一。

家庭关怀和支持计划(16亿新元)。根据收入和年龄的不同,每个新加坡公民将获得100,200或300新元的现金奖励。符合资格的组屋家庭将获得消费税抵用券,这至少可使他们的年度消费税抵用资格增加一倍。2020和2021年,还将为有需要的人士提供100新元的食杂品代金券。

建筑。50亿新元的新海岸和防洪基金,为该岛应对海平面上升做好准备。在财政许可的情况下,将追加资金的投入。外国劳工的S 附属签证,在2021年1月将从上限的20%降至18%,并最终到2023年降至15%。受影响的板块包括建筑,加工和船舶造船厂。

运输。混合道路税将平均下降29%。这将对出租车运营商有利。
