新加坡策略 | 额外480亿新元用于抗击病毒

摘要

  • 480亿新元的助力 (补充) 预算加上64亿新元的2020统一预算(于2020年2月18日公布),总计550亿新元或占GDP的11%。2009年,当时的助力一揽子计划为205亿新元,而对企业和家庭的直接支出较少。
  • 额外151亿新元用于加强就业支援计划。资金激增四倍,用于所有当地雇员的月薪支持。

助力预算2020:480亿新元 一揽子分类列表加强就业支援计划 (151亿新元)

  • 共同资助工资从8% 上调至25% (50%用于餐饮服务,75%用于航空/旅游行业)
  • 工资上限由3600新元提高至4600新元
  • 将计划延长两个季度至2020年底
  • 为自雇人士而设的入息宽减计划(12亿新元)。加强关怀和支持计划(30亿新元) 为合资格的新加坡人增加三倍的支出。
  • 200亿新元的贷款资本,用于支持实力雄厚的企业。

 
强化融资计划17亿新元

  • 贸易融资贷款翻倍至1000万新元,风险分担从70% 增加至80%
  • 为所有行业提供临时过渡性贷款支持,从100万新元增加至500万新元
  • 为中小型企业提供运营资金贷款,从60万新元增至 100万新元
  • 提供加强技能提升,研发,数字,生产力和企业补助金 (19亿新元)
     

主要亮点

  • 加强就业支援计划(151亿新元)。政府将提高对本地月薪的共同资助拨款,从8%上调至25%。并将合资格的上限从3,600新元提高至4,600新元。这意味着每位雇员每月的最高资助额由288新元提高至1,150新元。
  • 加强对家庭关怀和支持一揽子计划(30亿新元)。根据年龄和收入水平的不同,新加坡人的现金派发增加了三倍,从100新元,200新元或者300新元,分别增加至300新元,600新元和900新元。新加坡父母的现金派发也将增加三倍至300新元。2020和2021年,为有需要的人士提供的食杂品代金券将会增加四倍至400新元。

  • 航空。新加坡的战略产业,对新加坡的贡献占GDP 的5%。将有75%的工资补贴,费用为4亿新元,外加3.5亿新元,用于增强航空支持计划 (着陆费和停泊费回扣以及租金减免)。
  • 与旅游相关行业 (酒店,旅行社等)。75% 的工资补偿,额外的9000万新元用来帮助旅游业,并且免征物业税。
  • 陆地运输。扩展和增强点对点的支持计划,耗资9500万新元 (例如每日租金减免)。合资格的出租车司机和PHC 司机,将按每辆车每月可领取300新元的特别救援基金的款项,直至9月底为止。为私家巴士车主提供一年的道路税退税,共计达到2300万新元。

  • 银行/金融机构。将企业融资计划下的最大贷款额度 – 中小型企业运营资金从6亿新元提高到10亿新元,而贸易贷款额度从500万新元提高至1000万新元,政府的风险分担提高了80% (原来为70%)。扩大对所有行业的临时过渡性贷款额度,从100万新元提高至500万新元。
